From the PETITION FOR WRIT OF MANDAMUS PURSUANT TO 18 U.S.C. § 3771, CRIME VICTIMS' RIGHTS, In The United States Court of Appeals for the Fourth Circuit, August 17th, 2023:

ISSUES PRESENTED FOR REVIEW Whether the Court should issue a writ of mandamus directing the US District Court to “exercise the powers pursuant to 18 U.S. Code § 175a - Requests for military assistance to enforce prohibition in certain emergencies, order the investigation and issue arrest warrants” in compliance with the Convention against Torture, Article III Section 3 of the United States Constitution, 18 U.S. Code § 175a, 18 U.S.C. § 3771 and to stop the distribution of biological weapons and treason in the United States; with human and child trafficking for the purposes of sexual and financial exploitation being an element of and instrumental to the suppression of the evidence of treason.
