Craftsman Riding Lawn Mower Deck PTO won't engage

I have a Craftsman GT3000 23Hp V Twin riding mower and the PTO wont engage the machine was also bogging down and under powered like a safety was engaged. I replaced the PTO switch and ignition switch because they were worn. I temporally bypassed the seat safety switch and it still wouldn't work. I tested for power at the PTO connector and no power. I found the safety switches use a relay on this unit. The relay was bad and was causing the problem.
