The Deputy Director in Maui that turned off the water

The Deputy Director in Maui that turned off the water. Which stopped the Fire Department and the local residents from trying to put the fire out. Who knows how many men, women and children would of been saved if the water was left on. This seems real criminal to do such a thing.
