Bodies floating around in Maui

Maui Fire - Hawaii: "Wanted to give an update as I have several first responder friends down in Lahaina tonight. There’s body’s all over town and in the water that have not been accounted for and reported yet. So many people never made it out. There are possibly hundreds dead and even more missing." 👀

The problem here is Lahaina has like thousands of people still there and no one except a few volunteers looked for them. Why is that? I mean yes sure the government is shit but what were the people doing?
I havent seen many people actually working except a few volunteers and even them, some of them after a few days said they are tired. Really?

People are working all their lives in factories in 3 shifts and these people are tired after a few days?
