The phrase "King of kings and Lord of lords" refers to Jesus Christ as the absolute Ruler over all rulers.
This title is revealed twice in the book of Revelation when Jesus returns to earth, where he will be the King ruling over the Kingdom of God on earth.
The name signifies Jesus' victory over all the kings of the earth.The phrase "kings" and "lords" are mentioned over 10,000 times throughout the Scriptures, over 300 times to represent the Lord God, but "King of kings and Lord of lords" is revealed only three times.

The other three titles refer to either Artaxerxes or Nebuchadnezzar, kings who used the phrase to express their absolute sovereignty over their respective realms (Persia and Babylon)
