High-frequency Active Auroral Research Program, scientific facility for studying the ionosphere, located near Gakona, Alaska. The main instrument is the Ionospheric Research Instrument (IRI), an array of 180 radio antennas spread over an area of 0.13 square kilometer (33 acres).

HAARP is what they can use to manipulate the weather. It can cause any type of harsh environment including Earth quakes, tornadoes, rain & snow storms. It is often used to flood or cause drought in specific areas. This is a new type of warfare using the weather. Scientist’s have found if particles in the ionosphere are heated for long enough they react and can be controlled to destroy large areas using the weather.
