A group of kids hanging out on the beach hear what they think are fireworks then realize otherwise. A US Navy commander known as "Seadog" washes up dead on a Virginia beach. 2 dead, alleged drug dealers are found nearby on another beach. All 3 are shot. NCIS, joined by DEA and FBI, investigate.
