The explanation of the oficials is just bonkers. No sane person would have ran into the fire thats just stupid. Its like saying a horse would just run into a wall of spears if frightened. Its just not working that way.
Plus the sirens are also to be used for fire. The thing is, there was already a fire going on previously and it wasnt contained. Obviously when there is a disaster you just sound the alarm, whatever it is.
