Mystery of the Seventy Shepherds: Enoch 89

Enoch refers to a mysterious delegation of seventy, called by the Lord to shepherd His flock around the time of the Babylonian captivity. Were these the same as the unrighteous shepherds of Ezekiel 34, and could they have been angelic beings?
