The Chinese Communist Party has a mandate that requires organizations to subscribe to its newspapers and magazines such as the People’s Daily, and the subscriptions are managed by the post office. But nobody reads the propaganda. So one organization made a deal with the post office. It agreed to pay the post office subscriptions but asked it not to deliver the publications. It told the post office to sell the paper for recycling.
