Sergei Shoigu, the Russian defense minister, visited troops stationed in the Arctic and plans "to defend specially important installations" in this vital region, his ministry announced on Saturday. In order to tour Novaya Zemlya in Russia's far north, Shoigu was joined by Alexey Likhachev, head of the government-owned nuclear power firm Rosatom, according to a statement.
