On July 28, 2023 I, Patrolman Colton Hardin, was patrolling south on South Main Street. As I approached the intersection of South Main Street and East 10th Street I noticed a white four door passenger car already at the stop sign with the front of the car out in the intersection. I stopped at the intersection and waited for the vehicle to proceed. The vehicle finally proceeded through, continuing west on West 10th Street. Following behind the vehicle, the vehicle was observed swerving to the opposite side of the road, then swerving back to the center of the road. The vehicle continued to travel in the center of the road all the way to the South Buerkle Street, and at a very slow speed. I activated my blue lights to initiate a traffic stop. The vehicle then made right hand turn onto South Buerkle Street and almost side swiped another vehicle travelling in the oncoming lane. The vehicle then continued north on South Buerkle Street to West 7th Street, where it turned right and finally stopped. Contact was made with the driver, Mr. Pedro Pavon, and a strong odor of intoxicants was immediately noticed. Pavons’ eyes were also glassy, Pavons’ speech was slurred, and two un opened bottles of Corona beer were in the passenger seat. Pavon advised he did not speak English but it appeared he understood it some. Pavon was run through ACIC, then asked to step out of the vehicle and walk to the back of the vehicle. Pavon was asked if he had been drinking and Pavon advised that he had two or three beers earlier. At this time standardized field sobriety tests were conducted.
