Why are these dangerous intersections allowed in Florida?

I am a former northerner that relocated to the Central Florida area several years ago, and one of the biggest surprises was having to deal with these dangerous turning lane intersections in my community and throughout Florida. As you can see.. If there are any cars (there are usually several) in the opposing turning lane you cannot see oncoming traffic. I filmed this clip of a turning lane on 3/27/17. Something needs to be done to make these intersections safer and also more efficient.
