Was MK-Ultra created to wipe Memories of CIA agents and induce people to commit crimes they in normal mind would never do?

They were testing people without their knowledge and consent which is a violation of the Nuremberg Code.

They experimented on soldiers, college students and prisoners without knowledge or consent.

Much of this illegal, immoral and unethical experimentation occurred at Fort Detrick in Maryland.
