Rare River Otter Sighting in Salt Water

Today 11/26/2016 we spotted a River Otter in the salt water mangrove swamps at Weedon Island Preserve in Pinellas County, Fl. We have seen him here before during different times of the year so I wonder if he is a resident year round.
