Was America Involved in the Kerch Bridge Attack?

The Kerch bridge was attacked last week. Seymour Hersh recently published an article accusing the Americans of providing the technology for the attack on the Kerch bridge. His anonymous source – or US official – claim that America provided the technology for the Kerch bridge attack.
The Kerch bridge which connects Crimea to Russia is one of Putin's prized achievements. And retaliation for the Kerch attack, Russia spent the week bombing Odessa and other port cities. Did the United States have anything to do with the Kerch bridge attack?
