Man Shot by LAPD for Waving a Pipe

Info from Licensor: "I work at DTLA Ramen across the street from where the incident took place. I heard some commotion and went outside to check it out. A man wearing all white and the man with the pipe were arguing. The LAPD arrived shortly after and the man in white backed off. The officers told the man to drop the pipe and didn't appear to be following their commands. One officer attempted to taser the man and missed. The man with the pipe took two steps and one officer shot him twice, one in the head and chest."
