Bad Driving or Poor Cycling?

Info from Licensor: "I ride to work 3 times a week from Bexley to Clapham. I was approaching Peckham High Street and noticed that the bus was already starting to cross the solid white line of the cycle lane. I was watching the driver and could see that he was watching me in his wing mirror but still continued to take up more of the cycle lane. There is plenty of space available for the bus to take a normal line without having to go into the bus lane."
