Phoenix released body cam video of a man who died in police custody

A Critical Incident Briefing (CIB) has been issued by the Phoenix Police Department. This is related to a death in custody on July 20, 2023. The incident took place at a shopping plaza at 19th Avenue and Union Hills Drive. A 911 call reported a man showing aggressive behavior. The responding officers couldn't communicate with the man, who ignored them and walked away.

The officers saw the man stumble and fall into a brick wall near Union Hills Drive. They handcuffed him and moved him to a shaded area. They called the Phoenix Fire Department for medical assistance. However, the man lost consciousness. The officers then began life-saving efforts.

The man later died at the hospital despite these efforts. The officers involved have been with the Phoenix Police Department for 12 and 4 years. They are both from the Black Mountain Precinct. The Professional Standard Bureau is investigating their conduct. They are also conducting a criminal investigation on the incident.

The findings of the criminal investigation will be reviewed by the Maricopa County Attorney's Office. The CIB video has been partly redacted to protect personal information. As a result, there are blurred sections or black boxes in the body-worn camera footage.

The redacted video is available for local media review. Legal representatives and courts receive the full, unedited footage for use in any upcoming criminal case.
