What Is This Bug? Air Barnacle???

Y'all Let me know in the comments if you know what these are!
I've been seeing these only for the last couple of years. Never before that. They are everywhere, and they will attach to anything. Tires, aluminum, steel, vinyl siding, wood, trees, plants, etc...
