Recently a Typhoon swept through Beijing, and the city reported record rainfall. But the worst flood is not in Beijing but in Zhuozhou, 35 miles away in Hebei. What happened was to protect Beijing and the new capital Xiong'an, the authorities diverted water and discharged reservoirs to Hebei without giving people enough warnings. Many are fighting for their survival.
