'The Sandy Hook Outline as told by DHS - Sandy Hook Hoax' - 2013

"L-366 is a classroom course, said course was scheduled on Dec, 14 2012 from 9AM to 4PM. If this was a classroom setting, did they participate at Sandy Hook, 20 minutes away? Did they use an un operating school as a drill site instead of doing the usual classroom course? Was the event sponsored by DHS and CEPC? If so, where the L-366 'students' present at Sandy Hook or where they still in the classroom?
Where were these 'students' on Dec, 14, 2012? The document lists major players, one being United Way.

I am confused if this was an actual drill, a sponsored event or a incident related to some other organization other than DHS/CEPC.
