Prison Architect #18 - Impossible Nutrition and Research

When we left off we had two big issues plaguing our prison, the utter abundance of contraband all over the grounds and a research grant that doesn't seem to move. With these loose ends, we try to tie everything up, but the more we try, the more they seem to fray and frustrate.
