I guess that question could be asked about a lot of things in this game, but usually there isn't a nearly-entire part of it, lol! Dumpsters that are so out of the way you wonder how they get emptied for one thing. But you've also gotta wonder why there's a parking space on the roof or moons left in a chest at a construction site. Should we question it though? Maybe not for the sake of the universe.
