As you would guess, much swimming is to be had here! That of course tends to make things "seem" slow, but you still of course have to go as fast as you can. Jumping out of the water and hat jumping or whatnot is faster than swimming. Ground pounds, B-mashing and swim dashing helps a bunch for getting around at maximum speed. As does a fish every so often. Though you've gotta think of "when" you "can" use a fish as getting one may take more time than you have.
