John Kerry says 45% emissions deduction by 2030

This climate czar is pushing for nearly 50% emission reductions, and he has 7 years to pull it off. Seems a little too ambitious.
Many things have been happening throughout the world that have been negatively impacted by this climate action plan. I'm not saying these fires were deliberate, but if you want "innovation, innovation, innovation", as Kerry says, to get things done quickly, you might want to start from scratch. Those fires at food plants could have been caused by anything but there were so many, all within a few months. It just seems to be a very strange coincidence.
Kerry says, "You can't expect to feed 600 million people and reduce emissions by 1%. It just doesn't work." What exactly does he mean by that?
