Why doesn't he/she have feathers on his back? I thinks he's showing you how much he loves you. It also may feel good on his beak.

I pray the bird isn't sick? Thanks for sharing.

The constantly repeated, back and forth motion (petting) and the fact that the bird pulls its feathers out that you can clearly see in the video, indicate that the bird is neurotic. The bird is bored. The cure is a change of environment and/or in the relationship with the owners. Neurotic behavior is common in pet parrots. My yellow winged parrot suddenly started tearing out his feathers after many years with me without the behavior. I tried everything. Nothing worked until I changed my attitude towards him and his environment.
