Nikki Haley Conspiracy?

During the first unofficial Republican primary debate, why did America First moderator Tucker Carlson put every single candidates' feet to the fire regarding what they would do with Ukraine except for Nikki Haley? Nikki Haley had announced less than a week before this debate her desire to see Ukraine brought into NATO now, which would violate the NATO charter and start World War 3.
