Info from Licensor: "This took place at British Speedway Premier League between Scunthorpe V Somerset, Heat 5. The rider Benji Compton suffers an engine problem on the last lap which causes him to fall. The bike 'safety cut-out' fails causing the machine to 'ghost' ride into the fence. The bike slightly hit the fallen Benji though not seriously injuring him and luckily missing all spectators."
