Putin's Strategy since the Kerch bridge attacks

Putin's strategy since the Kerch bridge attack has been erratic. What is his strategy? A man in control wouldn't do what he has done. His behavior seems to indicate that he is afraid. With every new drone attack, he looks weaker and weaker. From the Kerch to the depot to the Moscow attack, the Ukrainians have continued to fight back. His strategic answer seems to be to blow up all of Ukraine's grain and port capacity. Is his strategy working?
