One of my longest DIY publications to date, but necessary for the nuance detail should you decide to embark on this repair journey. Changing torsion springs on a double-car garage door is crap work; there's very little "fun" aspect to it. Given the convenience and utility that it provides on a daily-basis, however, a couple of hours of pain is well worth the cumulative rewards. 14:29 - Move the springs onto the center bracket seat so as to facilitate lining up the axel.
15:40 - Secure the wire drums, thread cable with adequate clearance, and make taut the cable lifting assembly.
18:20 - Bolt the two springs onto the center bracket and one another and tighten the bolts on cable drums.
19:56 - Start cranking up the springs.

Ultimately settled at 35 quarter turns. This number will be different for different garage doors, springs, accessories, etc... You should be able to lift the door manually if the tension is properly set.
