I Varnished This Painting But There Is A Problem!

I was varnishing this portrait painting of a girl in a red hood and ran into some problems. Some areas seemed to repel the retouch varnish, so I ended up with dry, uncovered spots all over the painting, mainly on the lightest areas. The solution to this is supposedly scrubbing the affected area with a brush, sponge or even very fine sandpaper. I tried this out on a small area this morning and then applied some varnish with a soft, small brush and it worked!
