American troops will not fight Russian troops in Ukraine or anywhere else. And we have followed those three core precepts throughout the conflict. And as the conflict has evolved, the nature of our assistance to Ukraine has evolved with it. And, of course, along the way we learned what was possible and what was not.
The basic U.S. position boils down to one clear point. Namely, we're going to support Ukraine without American soldiers fighting Russian soldiers. And that will remain a constant throughout the course of the conflict.
