Sandy Hook - DHS and FEMA Hold Class on Day of Shooting - 2017

"Interestingly, on the same day of the Sandy Hook shooting, both the DHS and FEMA were holding a class ("Planning for the Needs of Children in Disasters") just 20 minutes drive from Sandy Hook Elementary. FEMA L-366 was a full-day (9 AM - 4 PM) class targeting "local and state emergency managers and planners, child services agencies, NGO's, child care providers, schools, and faith-based organizations." Could it be that this class was set up with the primary intent to distract certain individuals (such as "local and state emergency managers and planners") from engaging in their usual official duties just for this limited time period?"
