They first lockdown partially until the peak of airway infection(flu) season and that is when they go into complete lockdown so they can always point to their biased graphs and point out that the moment infections went down was the moment when they implemented complete shutdown of society and frontline healthcare, which is quite insane in case you haven't noticed.
