Arizona Legislator Joseph Chaplik Spills the Beans on Ben Toma regarding Liz Harris

Patriot L. explains the Mason's Manual of Legislative Procedure to House Rep. Joseph Chaplik, who was the Chair of the Ethics Hearing regarding Liz Harris.
She describes how Legislators are required to do an exploratory investigation, according to the Mason's Manual. (See Mason's Manual chapter 75, Section 795, 796, 799)
She further states that Legislative bodies are required to investigate themselves, as a means to keep goverment from oppressing the constituency. The Mason's Legislative Manual was first published in the year 1935. (Listen at 5:35)

She further questions the procedures through which Liz Harris was expelled from office, and asks whether Speaker of the House Toma has abused his power. (Listen at 8:50) Chaplik also speaks about how Toma went to 29 Democrats, behind the back of the Republican caucus, in order to expel Liz (Listen at 9:40)

Democrat Stephanie Stahl Hamiltion is the one who filed the complaint against Liz Harris for supposedly impugning Toma. Chaplik mentions Speaker Toma's intentions to take no disciplinary action against Stahl Hamilton, who was caught swiping and hiding Bibles in the Capitol lounge. (Listen at 15:24)
