What is the meaning of law enforcement by the CCP if it only brings harm to the Chinese people?

7/8/2023 Due to the unauthorized construction of a floating bridge for the convenience and safety of villagers crossing the river, Huang Deyi and his family of 18 individuals were charged with the crime of provocation and troublemaking, and the floating bridge was also demolished. The villagers who voluntarily paid to cross the river using the floating bridge did not consider themselves victims, and Huang Deyi, who built the bridge, did not profit from it. So, what is the meaning of law enforcement by the CCP if it only brings harm to the Chinese people?
