July 23, 1963 - Democrats at the Governors Conference in Miami Beach regained the initiative on civil rights today and disposed of the issue by instructing a committee to give it the highest priority in the coming year. At a formal state dinner at the Hotel Deauville, Vice President Johnson said: "Our foremost challenge is to face and dispose of the problem of human rights which has burdened and compromised our society for 100 years — the problem of the inequality of our Negro citizens."
