Unknown object spotted on California Coast?

A bizarre unknown object reportedly captured on a phone camera off the coast of San Diego, California during the 4th of July holiday week. Rumors emerged that it's a real life mermaid, but really it can be number of things due to the fact that the footage isn't very clear.

Whatever it is, it looks very bizarre and strange, and we'll let you use your imagination in figuring out what it is.
