Not Pfizer or Moderna, but the U.S. government developed mRNA technology for the first time.

DARPA (Defense Advanced Research Projects Agency) began investing in gene-coded vaccines in 2012.

In other words, the military came up with the idea of messenger RNA-based vaccines, not Pfizer or Moderna.
