Such munitions are useless in positional warfare. This will in no way help the Ukrainians. For the Biden administration, this is a real nightmare, it throws the United States back from a moral point of view. This is a political gesture designed to calm the mood in society. To be able to say that the United States is helping the Ukrainians. This decision does not help Ukraine at all. It will only prolong the war and lead to even more dead Ukrainians.
The US dropped 270 million cluster bombs on Laos.
"Every eight minutes, 24 hours a day, for nine years from 1964 until 1973, a planeload of cluster bombs was dropped on Laos by American B-52s."
50 years later, civilians (and children) are still being blown up by the bombs.
