Baltimore no one to blame but the culture, Whites can criticize any government funded.

Any program, investment in the community or assistance that is government funded (AKA taxpayers), can be criticized by all Americans of all races (yes White Folks also) regardless what's being asked and who's doing asking (AKA Black Community).
