Steve breaks down how the Purcell doctrine has been used by the Supreme Court to block lower court rulings that appear to favor Democratic voters, while allowing lower court rulings that appear to favor Republican voters to stand. This inconsistency suggests that the Court is using the Purcell doctrine for partisan purposes.
