They are two different types of trumpet calls. One is sounded to meet Jesus in the clouds and the other to meet Jesus in Jerusalem. Matthew 24:31 is not the rapture but the gathering of believers who survive the Great Tribulation to be with Jesus in Jerusalem with the rest of the believers.
