Debate over the One of One Rings in the MTG Lotrs set has created a bit of a stir. Is it a Lottery, is it a normal card, is it a prize. Well WOTC Stated in the newest survey that it is a Promotional Item. Fair Market Value then takes place on this Prize and what WOTC did here may have been illegal.
