Massive Power Grab: Will The Voice simply empower inner city elites?

Will the Indigenous Voice achieve anything? Or will it simply empower elites, entrenching their already powerful positions? Given how vague Anthony Albanese has been about how The Voice would work we can draw some solid inferences.
