members of the Supreme Military Council meeting to discuss a new constitutional framework for Nigeria. The meeting was chaired by Lt. Colonel Yakubu Gowon, the Head of State ad Supreme Commander of the Armed Forces. It was attended by Commodore Joseph Wey, Colonel Adeyinka Adebayo, Lt. Colonel David Ejoor, Lt. Colonel Hassan Katsina and Major Mobolaji Johnson.
Lt. Colonel Ojukwu, the Military Governor of the Eastern Region was absent. He boycotted the meeting on the grounds that he was convinced that his personal safety and those of his team could not be guaranteed. He had said at a press conference that he would not be averse to troops from Commonwealth nations being present in Lagos.
Lt. Colonel Ojukwu's fears were based on the fact that Lt. Colonel Gowon, whose authority he was unwilling to accept, had come to power after a bloody uprising of Northern military personnel in July 1966. It involved the mass killing of soldiers from the Eastern Region the majority of them Igbo including the former Head of State, Major General J.T.U. Aguiyi-Ironsi.
