The hashtag "Twitter Down" trended on Saturday as thousands of users received "Rate Limit Exceeded" messages, initially indicating an outage. However, it was later revealed in a tweet by Twitter CEO Elon Musk to be a temporary policy change implemented by Twitter due to concerns over data scraping and system manipulation.
