Putins conflicting stance on Wagner

In 2022, Putin on camera stated that Russia has no relation to Wagner Group.

In 2023, after Prigozhin's failed coup, Putin admitted that Russia sponsored Wagner Group all along.

Seems like there should be consequences such as declaring Russia a terrorist state, sponsor of a terrorist group.

And what Putin did by creating Wagner is illegal even by the Russian laws.
Wagner is not the French Legion, they are a private army and thus Russia as a state can detach itself from the group which means this group have no state responsability. These Wagner troops cant be prosecuted for war crimes since they dont have an oficial status but are private contracts, private mercenaries.
