I saw this video this morning and after looking around online it is a Druid Ceremony for Princess Elizabeth in 1946 except they are not trying to hide it as it is on youtube (better 1946 copy) from 9 years ago. So I put the video with the commentary first which is a bad resolution 1946 video copy and found a better 1946 copy and put it tacked it on at the 30 second mark.
